In April 2004, as part of the programme for the
Irish Presidency of the EU, a two-day informal
meeting involving the European ministers of
education and the European Commission was held
in Dublin. The theme of this informal meeting was
‘The Importance of Guidance throughout Life in
Supporting and Furthering the Lisbon Agenda.’
NCGE prepared background documentation on
behalf of the Department of Education and Science
in preparation for the drafting of the Resolution on
Guidance, which had been assigned as a priority
issue. This Resolution was adopted by the EU
Council of Ministers on May 28, 2004.
The meeting of EU ministers was followed by the
conference Lifelong Guidance: Harmonising Policy
and Practice, hosted by the NCGE in collaboration
with the Department of Education and Science.
International experts in guidance who addressed
the meeting of EU ministers also participated in
the NCGE conference.
The themes of the conference were:
• The outcomes of the reviews of guidance policy
and practice carried out by the European
Commission and the OECD.
• The challenges these reviews present for
guidance stakeholders
• Guidance policy recommendations of delegates
to international
policy makers, national
government, professional bodies, trainers of
guidance counsellors and relevant organisations
The context for the conference was the increasing
awareness of policy makers of the significant role of
guidance in providing access to learning and
employment opportunities, in motivating learners
and workers, and in enabling people to manage
their own lives and career paths. The speakers, all
actively involved in guidance policy-making at
international level, provided stimulating and
challenging presentations on the issues facing
policy makers, trainers, practitioners and
stakeholders in general.
The outcomes of the
international reviews were disseminated and
consequences for stakeholders analysed.
Recommendations to policy makers and key players
arising out of the conference have fed into the work
of the National Guidance Forum.
